PHRS Fleet Quality Monitoring Scheme
We would like to inform you about the implementation of the Fleet Quality Monitoring Scheme (FQMS), designed to ensure fleet compliance with applicable PHRS Rules & Regulations as well as Flag State and IMO statutory requirements in line with the requirements of IACS PR39.
As part of a proactive approach, PHRS has developed this scheme to minimize the risk of detention and enhance the reliability and effectiveness of fleet operations.
Below is an overview of the criteria for a vessel’s inclusion in the FQMS:
Vessels detained at least twice in the last 24 months;
Vessels found with detainable deficiencies during an FSI while holding valid class and statutory certificates;
Vessels identified with detainable deficiencies by another Classification Society or Recognized Organization (RO) other than PHRS;
Vessels with repeated outdated or overdue surveys/recommendations within a 36-month period and one PSC detention in the last 12 months.
Vessels not meeting the above criteria but subject to the following conditions cumulatively:
They belong to high-risk categories such as passenger ships, oil/chemical carriers, gas carriers, or bulk carriers over 150 meters in length.
The managing company has a poor performance record according to the Paris MoU evaluation.
If a vessel falls under any of the above categories, the owner/operator will be notified by PHRS Head Office. An occasional survey may be required under the FQMS to address specific concerns or assess the vessel’s compliance and performance beyond the scope of regularly scheduled surveys.
