Failure to properly stow and secure cargoes may result in serious ship casualties, injury and loss of life, not only at sea but also during loading and discharge.
From September 1 through November 30, 2026, the Member Authorities of the Tokyo and Paris Memoranda of Understanding (MoU) on Port State Control (PSC) will conduct a joint Concentrated Inspection Campaign (CIC) focused on the securing of cargo units and cargo transport units.
The objective of the campaign is to collect data on compliance with current SOLAS Convention requirements with respect to the loading, stowage and securing of cargo units and cargo transport units. PSC officers will use a pre-defined questionnaire to assess compliance, and vessels will be subject to only one inspection under the CIC during the period, per MOU.
Members are encouraged to take note of this information and be guided accordingly.
